This is a single, beautiful fine bobbin lace lappet. It has a design of flower vases. This is most probably Brussels, but just might be Honiton.

 A small piece has been carefully sewn to the top to give it a 'finished' edge. There is some very faint age browning and one small bown mark, apart from this good condition.
